Rob Mendoza
Senior Advisor
Rob Mendoza is a Canadian defence, national security and strategic advisory executive with two decades of experience spanning government, industry, intelligence, emerging technology and defence-market development.
He is the Founder and Chief Executive Officer of TMAG Global Corporation, a strategic advisory firm supporting Canadian and allied companies seeking to enter, navigate and scale within Canada’s defence and national-security ecosystem. Through TMAG Global, Rob advises companies on defence market entry, government and industry engagement, procurement and commercialization pathways, strategic partnerships, Industrial and Technological Benefits, allied-market development, funding and capital pathways, and the positioning of emerging technologies for defence and national-security applications. His work has included supporting established defence manufacturers, technology companies, investors and growth-stage businesses as they navigate the increasingly interconnected worlds of defence procurement, industrial policy, government and private capital.
Rob is also Co-Founder and Co-Owner of the Vancouver International Security Summit (VISS), a premier international defence and national-security forum connecting senior leaders from government, the military, industry, intelligence, finance and academia from Canada, NATO and the Indo-Pacific. Through VISS, he has helped build a platform for senior-level dialogue on defence industrial capacity, economic security, sovereign capability, emerging technology, intelligence, critical infrastructure and geopolitical risk, while creating opportunities for Canadian and international companies to engage directly with decision-makers across the defence and security ecosystem.
Prior to moving into the private sector, Rob built an extensive career across nine Government of Canada departments and agencies. His senior roles included serving within a Special Advisory Group supporting the Chief of the Defence Staff and Deputy Minister of National Defence; Chief of Staff to a Deputy Commissioner of the Canadian Coast Guard; Intelligence Policy Advisor at Public Safety Canada; leadership responsibilities within the Privy Council Office intelligence community; and work supporting the Assistant Deputy Attorney General of Canada on national-security matters. Earlier in his career, he also served as a federal investigator working closely with the Royal Canadian Mounted Police.
His government experience includes contributing to some of Canada’s most significant national-security policy and governance initiatives. He co-authored Canada’s 2012 Counter-Terrorism Strategy, worked on the Passenger Protect Program and national-security certificate files, and in 2019 led Department of National Defence engagement with the newly established National Security and Intelligence Committee of Parliamentarians and National Security and Intelligence Review Agency. That same year, the Chief of Defence Staff positioned Rob in charge of the establishment of the Defence Intelligence Oversight Board, created to provide senior-level governance over Canada’s most sensitive defence-intelligence activities.
Rob has also played a longstanding role in strengthening Canada’s intelligence profession. He served as Co-Chair of the Canadian Association of Professional Intelligence Analysts beginning in 2018 and now serves as Emeritus Co-Chair. He is also a member of the Board of Directors of the Canadian Intelligence Network and has supported professional development, mentoring and engagement across Canada’s defence, security and intelligence community.

His focus is helping defence, security and dual-use companies understand where they fit within the market, how to position themselves with government and industry, identify strategic and capital partners, and translate promising technologies and businesses into credible pathways for procurement, commercialization and international growth.
