Winston Fogarty

Winston Fogarty brings extensive experience in Canadian government operations, international relations, and private sector advisory, with proven skills in negotiation, government relations, and regulatory affairs.
In the public sector, he held Executive Director positions at the Department of Justice (DoJ), managing teams of lawyers providing legal advisory services to key federal departments, including Global Affairs Canada (formerly DFATD, CIDA, and DFAIT) and the Royal Canadian Mounted Police (RCMP). He oversaw DoJ's legal support for Global Affairs' Summit Management Office during two Prime Ministerial Summits (Kananaskis, Alberta, and Montebello, Quebec), coordinating a network of 40 lawyers across departments and collaborating with DND’s Judge Advocate General and the RCMP on national security and public safety issues.
Winston was also recognized for his litigation and negotiation expertise in departments such as Public Safety (formerly Solicitor General), the Canadian Security Intelligence Service, and Canada’s Bureau of Competition Policy, where he advised on Competition Act matters, anti-trust violations, and industry investigations. He studied U.S. anti-trust law at Harvard Law School under Professor Areeda.
His early career included prosecuting cases in Yellowknife and Alberta's DoJ Regional Office, handling large-scale conspiracies involving narcotics, smuggling, tax evasion, and fraud, giving him insight into northern border security and defense challenges.
In the private sector, Winston was a founding partner of Regent Law Professional Corporation, which merged with an international firm; he served as managing partner of its Ottawa office. He later established his own practice, focusing on government relations to help clients diversify markets while complying with laws like the Export and Import Permits Act, as well as tax litigation and cross-border claims.
Most recently, as Special Advisor for Government Relations and Regulatory Affairs for an Ontario-based aerospace company (2024–2025), he resolved dual-use export control issues with Global Affairs officials and facilitated interactions with senior Department of National Defence (DND) personnel.
Winston's negotiation and mediation training at Harvard Law School, project management at MIT, and bilingual fluency in English and French enhance his ability to advise on negotiations with the Government of Canada. He has mentored emerging leaders and served on community boards.
